This is a very common problem occur in Microsoft Outlook. This problem normally occur after you installed some plugins which prevent Outlook from closing properly.  If you don’t get what I mean, you can try go to the task manager by pressing ctl+alt+del and see if outlook.exe is still there or not after you closed outlook. If outlook.exe process is still there, then you probably will encounter this problem everytime you open Outlook.

To solve this problem, simply go to Help->Privacy Options in outlook 2007

Next, Choose Add-Ins on the left navigation menu. After that, on your bottom right, from the drop down menu, choose manage COM Add-ins. Press Go button then untick all the plugins and apply the new settings. Now everything will be fixed and back to normal.
